Using educational allowance to pay for step 3?

Does anyone know if...

1) You can use your educational allowance to pay for the step 3 exams? I suppose this is probably very much institution dependent.

2) I'm starting my intern year this July, then starting anesthesia July 2013, so how should I use the educational allowance in my intern year? What books do most people buy for an intern year? I was just thinking of putting the money towards a question bank or something.

1. Every program has it's own laundry list of what the funds will pay for, so asking on here will probably get multiple responses. At many places the response is yes.

2. Asking your seniors what they found useful during intern year is always the best approach for this.
