I have a question regarding the USMLE 7 year rule with regards to licensing. Is it 7 years from the first attempt or first pass? I contacted the medical board to which I am applying directly, however, they were not helpful. I got 2 different answers, one person said first attempt and the other was "leaning towards first pass." Typically what do you assume if it says 7 years to successfully pass all 3 step components? When does the clock start on the rule. Thanks!

A resident I worked with once told me it was first pass. Anecdotal evidence I know, I would try to contact some sort of big shot in administration who would know.
