Without fail I always get these type of step questions wrong. Any advice to approaching them?

The one thing I found that's always been pretty consistent is, always ask for more information and never refer a patient to another doctor.

Not sure why you would never refer the patient to another doctor. I did a qbank question just the other day in ethics class that said it was fine to work with the patient to find them a physician who would do the requested procedure. You should never (on Step 1) consult the ethics committee though.
