uworld peer % reported per question

In Uworld, with the explanations, they have a %# next to each answer choice. I'm assuming this is the % of people who chose that answer. Is that for 1st time test takers? Or do those percentages take into account people who are re-doing old questions (same question for people who reset uworld and re-do the questions)? If the latter is true, then I guess it means that the percentage that uworld shows of people who got an answer correct is realistically much lower.

Anyone know for sure which is true?
 
its anyone who answers the question for the first time. however to do world a second time i bought a NEW subscription. so my SECOND time answer would be changing the average. but a few people answering the question against a bunch of people taking it for the first time doesnt change the average much.
