Follow the instructions as provided by the program that you're interested in. See this link for more details: http://www.pbm.va.gov/education/valorprogram.asp

If the posting is not up-to-date, keep in mind the programs get their funding federally and are dependent on federal appropriation of funds. It's likely the program hasn't heard about availability of funds for the fiscal year. Contact the program director as listed on the old posting to inquire about whether the program will be available for the upcoming year and, if so, how to apply.
