Vacation in Aug of application cycle

I'm planning on turning in my application on June 1st, but I'm worried about leaving the U.S. in August for 3 weeks. If I prewrite as many secondaries as I can, will it be problematic if I leave the country? Do schools interview in August?

I will have wifi to submit secondaries, but I'm more worried about interviews.
 
In most cases, you will not get an interview in August because that is really early. That's not to say you won't get any since I interviewed at a school in August. However, you can select dates in September or whenever you get back to be interviewed in most schools.
If you have wifi, it won't be much of a problem except that you have to expect that some schools will have a different secondary from previous year. That means you will have some writing to do during your vacations, if you are willing.

Not much of an issue. You can call them and ask about the status of your application. They would tell you if you have an interview or not.

Change your voicemail to let them know you are on vacation and spell out your email address so they can contact you trough that.
