VCU (IS) vs. UMD (OOS)

I am in state for VCU however, I can get instate for MD after one year!
I am a non traditional student, switching career (from engineering to Dentistry ).....
I really appreciate if someone gives me points about this two schools regarding programs and pros/cons.
