VCU Scholarship, please advise.

I think that is probably a need-base scholarship. If the military is paying for you, they would transfer it over to a student that needs it.
 
Well I things have gotten interesting for me, I got a couple acceptances to dental schools for the class of 2021 and thought long and hard about where I would want to be and I had thought I made a decision. Well after choosing where I wanted to go and paying my deposit to my state school, VCU comes along and offers me a decent scholarship. This all brings me to my question however, I'm applying to the military scholarship and I feel confident I will receive it, if I do, will I still receive the scholarship to use with as I please? I had a similar situation occur in undergrad where excess scholarships were just placed into my bank account. If I can get paid to go to VCU I think I would rather it over my state school.

You may be able to keep it. I went to VCU on an HPSP scholarship but once enrolled unexpectedly earned $5k scholarships from the school most years due to class rank. Since the military had already paid my tuition, VCU gave me the 5k as a check each year. Felt a little guilty about accepting the money given the debt being assumed by non-HPSP classmates, but "invested" the windfall in motorcycles, which made me feel better again.
