Venlafaxine in GAD

hey guys! I have a quick question because of the mechanism of action of Venlafaxine. It is a SNRI, thats clear. And thus it increases the amount of NE (and Serotonin). But in GAD the NE is already to high,so that doesn`t make sense to me?! Is there any reasonable explanation for it?

I think it's action is dose dependent. At lower doses it mainly affects serotonin but at higher doses it affect NE.
