As far as my knowledge goes, mostly private schools offer interviews to international students. In case of my best friend who's an international student, he went to school here and got interviews at three different dental schools in the states. He didn't get any interviews from state schools despite his excellent grades/DAT.

I think they probably won't issue you an I-20 unless you're enrolled. You might have to fly over with travel visa if you get an interview. Good luck!
