I think it would depend on the doctor. Programs like this all come from personal connections. I know a Thai doctor who goes back to Thailand every year to work in rural areas, and he'll take a couple of med and premed students each year. My friend got to go to China with her ob/gyn mentor two summers ago, and she actually got to work with patients. While I don't really know anything about "official" programs, I know you can go to foreign countries and work with patients if you can get into contact with a foreign doctor.

Hey, I volunteered in a hospital in Dakar, Senegal for 3 months doing everything a nurse's assistant does (gave injections, took blood, took histories, took vital signs, helped diagnose malaria patients, shadowed doctors) and it was great cuz I learned french along the way. if you're interested, this volunteer program I went through was SYTO (student youth and travel organization) allows you to volunteer in various positions including hospitals around senegal, benin, togo, and ghana. I thought they did an ok job (not great, but they were african based, so didn't expect a hell of a lot of efficiency, but got the experience nonetheless). not sure if their web site is up yet, but try running it through a search engine and see what you get. good luck! pm me if you want any more info.
