What do you mean where would you prefer? Isn't it in whichever place the profession you are interested in works? And volunteering seems to be most typical in hospitals...I haven't heard many people volunteer in dentist offices or pharmacies.
Oh and just to add, I prefer shadowing in hospitals and private clinics cause well...that's where most of the podiatrists work!
