Volunteering that generates shadowing?

My hospital where I volunteer allows me to scrub into surgery to watch cases. They don't allow me to "shadow" doctors. If all that I am doing is watching a surgery, does this count as shadowing? I am gaining from just watching rather than giving a service for free, so it seems more like shadowing.

Would I be able to list these hours on my application as shadowing experience?

It's shadowing if you and a doctor who writes a letter for you defines it as shadowing.
 
I'm doing a program at a teaching hospital where that's exactly how it works, if you do surgery, and they call it shadowing.
