Just an update, PTWA and the WSCA couldn't come to an agreement on bill language this session. It doesn't look like a mutually acceptable agreement will be reached in the near future, nor do I think an agreement will be reached by the time I'm practicing (~2.5 years). Although, I remain optimistic.
