Can post-doc IRTAs apply for the NIH loan repayment program?

Probably Better to ask someone from NIH, but the first Google hit for "IRTA LRP":

Employment -you must be employed by or have a firm commitment of employment from an authorized official of the NIH.

• Your appointment as a full-time NIH employee must be in a laboratory or branch that is part of the Intramural Research Program of your Institute or Center.
• You must have a formal appointment in the Intramural Research Program of the Institute or Center, e.g., adjunct investigator.

Well the intention of that program is to get people who would otherwise have just been clinicians to pursue research careers. I don't think they see post-docs as a group of people whom they need to entice into research careers.
