Waitlist first?

Not necessarily. If they wanted you, they would've accepted you, but instead they're putting you on hold to see what kinds of other fish are in the sea. Keep sending updates in though!

But if 2 students applied same time, one got interview before december and ended up getting waitlisted, and then they offer the other student a post december interivew, that means that they saw both applicants at same time and decided to give 1 a post december and 1 a pre december interview. So why would the waitlist guy not get accepted first?

Because maybe the post-Dec interview applicant ended up being a better match for the school than the pre-Dec interview applicant. Pre-Dec vs. Post-Dec really just sorta depends on how much they liked your app. Acceptances come from how much they like you.

Interviewing pre-Dec gives you a better shot at being accepted than those that interview post-Dec, but if you are waitlisted with a pre-Dec interview, you're competing against everyone else that was waitlisted + those that interview post-Dec.
 
Aha, so post december interviewee is now on even playground with the remaining available seats?
 
Typically, do schools accept students who they waitlisted before they accept students that attended a post December interview?

I don't know if this is true for all school's, or other schools in general, but when I received an invite for a post December interview at UMN, they specifically mention that I will be interviewing for an open seat, not an alternate spot. So, in this case, I would think the post December interview would initially take precedence, until placed on the same waitlist.

perhaps the post-dec person had a great interview...
