i'm confused. How do we know if we are wait-listed? I got a letter from Umaryland that said " will invite for interview if circumstances permit". is that waitlisted?

That sounds like you are on their waitlist.

I got waitlisted at UColorado. I got a similar message from them saying that I was added to their waitlist and that they would invite me to an interview if an interview slot becomes available...

Don't despair. People apply and then turn down interviews all the time, once they've figured out that they will get a chance to interview at all of their favorites. I think I turned down like 4-5 interviews, back when I was interviewing (before electricity).

The wait-list will move, and hopefully you'll get your chance.
