My current list is every school I have even a slight interest in, but I realize this list is really long and expensive and I don't have a great shot at a lot of them - I would really appreciate any insights on if I should keep all of them or if there are any obvious ones I shouldn’t even go for, Thanks!

Why Howard? I don't see anything that tells me you have significant time immersed/having lived with underserved populations to be comfortable working in underserved areas for a significant amount of time. I lack any insight in your fit with the rest of your schools outside of the usual in-state suspects.
