Central Michigan, Arizona-Tucson and UCLA admit few non residents with your stats and no connection to the state. You could add these schools:
TCU
NOVA MD
Virginia Commonwealth
Eastern Virginia
Jefferson
Penn State
Hackensack
New York Medical College
Albany
Vermont
Since you are a 3rd time applicant you should apply to DO schools and I suggest these:
CCOM
AZCOM
DMU-COM
KCU-COM
ATSU-KCOM
MU-COM
TUNCOM
PCOM
NYITCOM
Touro-NY
CUSOM

Thanks Faha! I will add those to the list. Do you think my application is well rounded enough to gain an acceptance this go around? Anything you see lacking that I should work on before interviews?

Also @Goro and @Mr.Smile12, I would love any feedback you both can provide. Last year I asked for advice on the Masters and it turned out really well!

Yes. it is a big feeder to my state school and I was specifically guided to attend due to the low undergraduate GPA. I think my chances should be good there, but you just never know.

As long as there has been success getting students from your SMP into the in state and neighboring schools, your strategy should be good. Where you are for an offer is on you for mission fit.

Your improved MCAT will help. Nothing lacking.
