Water pressure vs. potential

So i'm getting these 2 concepts kind of mixed up:
-In still water, the pressure is given by pgh (gauge pressure)
-In moving water, the potential energy is given by pgh (Bernoulli's equation)

Do we ever talk about potential energies in still water systems? Am I thinking about this right, lol?
 
gauge pressure = pgh. h is the depth from the TOP.
For potential energy, it is HEIGHT from the GROUND.

But, according to what I've found if you are finding the potential energy of water itself, it is mgh/2 as it is assumed that the center of the mass is in the middle. Not sure about "moving water".
