There are plenty of threads about West Coast programs. I would suggest you do a search at least in the forums before asking such a broad question. If you still have more specific questions, we are all here to answer them.
I had a really good feel for UC-Davis and it's the only program in California I really considered. It is a very small program however which may be hard if you have a co-resident with an axis II disorder. Peds is particularly strong there as well as outpatient management and there is less focus on inpatient based rotations. All rotations are longitudinal in nature which is rather unique versus say the 3 month blocks in use at Colorado. You get a lot of procedural expereince if you want it. And it's a short drive to some of the best skiing in the state.
UC-Irvine is based out of 3 hospitals (UCI, Long Beach VA and a private hospital in LA County). I felt it was very community in scope and one of my interviewers (a former pd) there said I should consider VA/UCLA if I were interested in more research oriented things. I don't think they have been too terribly affected by the UCI scandal. I think UCI has it's core inpatient year as PGY 3.
Stanford interviews few people (~40 a year, it's one of the harder interviews to come by, maybe along with UW) but it's my impression that they play second fiddle to other departments at the "Farm." Rehab is actually a division of ortho there. But hey it's sunny.
UCLA is VA based and one has to drive a lot. Don't know too much about Loma Linda but I don't they they serve caffeine containing beverages there since they are SDA.
All this being said California programs are pretty competitive because they are in California - sunny and warm.
