Is a withdraw failing (WF) grade counted as an F on the aacomas application? What if the school issuing the grade doesn't count it towards gpa?

and it doesn't matter what the school counts it as. Much like A+ and A are equal.

Does it get replaced if you take the class over? Or the F from the W stays?
