Depends on what the violation was for, how long ago, whether there's evidence that you have since matured (LORs).
I wouldn't count on getting into any one specific school, though. Even if you've done all you can to counterbalance the HC violation, you'll probably have to apply broadly and be happy if any school is willing to accept you.
