what are my chances?

I had a bad freshman and sophomore year and got many F's. So my cum GPA is around a 2.7 But I turned things around and got a 3.7 on my pre req GPA. I also got a 3.7 in my last 60 credit hours and all if not most of those classes were upper division. Will my freshman and sophomore year prevent me from getting into a PT school.
 
I think you should focus on the whole picture. Wherever your application is weak, make some strengths. Get some hours and a higher gee and retake 2 or 3 classes imo

Well my university GPA is 3.03 but my Ptcas GPA is 2.7
 
Having such a low cumGPA will exclude you from many schools. Look for ones that have a low minimum GPA requirement. And you will definitely want to apply to schools that put more weight on the last 60 credit hours, or those that accept higher grades of repeated courses. I'm assuming you retook the classes you failed? If not, you absolutely need to.

Identify schools that you have a shot at. Be prepared for some schools to automatically reject you based on your PTCAS cumGPA. Even if the rest of your app is stellar.

But you think i have a good shot towards schools that look at the last 60 credits? Also if I have a decent GRE score.
