I'm applying to about 10 schools, all flagship universities in the southeast.

Cumulative Undergraduate GPA - 2.8
Cumulative Graduate GPA - 3.8
Prerequisite GPA - 2.8-3.2 depending on the school
GRE - 640 (Q) 420 (V) 1080 total, 4.0 (A)
Observation Hours - 250 hours (4 different settings)

You're stats sound very similar to mine except you attended grad school and I haven't. I hope for you're sake (and mine) that those grades are good enough to get you in somewhere. Every year people with similar grades to you us get in, no reason that can't be us.
 
Thanks, like most people, I did poorly during my early undergraduate years. I'm not sure what else I could do to prove my academic competency as taking additional classes to raise my GPA by 0.02 points each at a cost of $2,000 per semester is just not a possibility. I'm hoping my graduate GPA and other credentials can show programs that I am more than capable. What other options are there? What else can I do?

As long as you have some strengths to off-balance the weakness, you have a good shot. Obviously we all can see/know that your undergrad gpa is not good, however, your graduate GPA is phenomenal and your GRE score is decent, what else do you have going for you? You've got a good amount of shadowing/volunteering experience- are you a club member/officer, a runner/cyclist, etc-- anything can set you apart if you know how to play up your strengths and then if you get an interview (hopefully more than one!) you can really sell yourself the rest of the way there, in person! 🙂
