I used to work with an alumnus of a very competitive school who would interview prospective students. He stated that students that met the threshold of requirements (GPA, GRE, minimum observation hours) would be invited for interview, that part was not under his control. He said that the students that he did not recommend for admissions were simply unable to hold an intelligent conversation. He was okay with them being nervous, but that some students just couldn't string their thoughts together. They might have a very poor vocabulary, or provide very brief answers without elaborating on their opinions. He said if they could not have a casual conversation in a professional environment, then they would not be able to interact well with patients. Otherwise, he recommended all students that he interviewed for admission.

I've worked with a lot of students applying the second time around who got feedback after being rejected the first time that their essays were poorly written and/or didn't answer the prompts well. Some schools will reject anyone under certain GPA/GRE requirements, but others will still accept people below their threshold if other aspects of the application (such as the essays and LORs) stand out.

How important is the personal statment to the application committe?

It's very important. Most applicants will have similar transcripts, GPAs, observation hours, activities, etc. The personal statement (and other essays) is one of your only chances to stand out, highlight your personality, and give the committee additional information about yourself that might not appear elsewhere in your application.
