What are some surprise reasons that med schools stop students from rotating

A rumor is circulating at my school that there are not enough rotation slots. Are there ways that schools can prevent students in good standing from rotating?

No, they will just either force people to double up or force people to go to poor clinical experiences rather than hold people back. They could also stagger electives.
 
This is a really bad sign because your school could be at risk of being put on probation when LCME-accreditation time comes around for not having enough clinical slots.

Very likely a DO school so not LCME.
