What cGPA and sGPA would be considered "too low" for mid to top-tier schools?

I know the average is ~3.6 for overall GPA, but just wondering what GPA threshold should be a cut off in determining if I should even shoot for a top school.

GPA is only part of the story. A slightly lower GPA can be offset by a really good MCAT score, which makes it hard to give a firm cutoff. A good rule of thumb is that if you are below the 10th percentile for GPA printed in the MSAR for that school, you are probably not competitive for that school.
