What cGPA and sGPA would be considered "too low" for mid to top-tier schools?

So then would be be the supposed "cut-off" for mid-to-low tiers?
 
I would also like to know..

what is a good GPA for a non URM person applying to a top medical school?
 
GPA is only part of the story. A slightly lower GPA can be offset by a really good MCAT score, which makes it hard to give a firm cutoff. A good rule of thumb is that if you are below the 10th percentile for GPA printed in the MSAR for that school, you are probably not competitive for that school.
