What defines a 'good' graduate program?!

I'm currently looking in to several counseling masters degree programs in several states. I would like to know how I should be rating each school in terms of credibility, accreditation and success rate and what my decision should be based on in terms of how good the school is? I'm a bit lost in this area.

Should I be looking for the CACREP accreditation? But not every state requires this accreditation so I'm not sure what else to look for if I put location, tuition, specialization aside. Most universities require a mandatory internship during the last year so I can't ask about internship match rate. In short, how should I be evaluating each school?
