What does 5 years of eligibility mean in terms of financial aid?

I read somewhere here that you are eligible for 5 years of aid for stafford loan. What does this mean exactly?

I've done both undergrad and grad education and does this mean I can't use stafford loan for a post-bacc program cause I've exceeded the 5 year eligibility?
