i think it means...........to refresh the thread if no one post on it for a long time and if the thread is at the bottom...

It means they want to move the thread to the top of the forum where it will recieve more exposure and hopefully not slip into oblivion.
You usually do it with a thread that is several days old, if you want to renew interest in the subject, or just beat a dead horse.
