What does "latest filing date" for the primary application mean?

I submitted my application on September 23rd and apparently it takes up to 6 weeks to verify the application. The "latest filing date" for my non-rolling state school is November 1st. Does that mean the latest I can submit my app. is November 1st, so I made the deadline and don't have to worry? Or am I too late?

It would be the deadline for you to have everything submitted, not for them to check through it. You should be good if you had everything in to them on the 23rd.
