What does "opt out" mean?

Hey, I just have one question on the CRNA issue and then I'll leave it alone. I have not clue what "opting out" means. Apparently states have been doing it. What does it mean and how does it affect someone wanting to do anesthesia? Does it affect residency or is it more of an issue when going into practice? I'm newly interested in Anesthesia and am debating between it and surgery. Something that made me think of this was a surgery resident saying that he doesnt want to go into a field where a nurse could do his job (no offense to nurses because they can be great). I just want know what this opting out business is all about. Thanks.
