www.arbo.org will have links to all 50 state boards. I don't know of any one universal site that gives enough detail, but the aoa website does have some of that information.

The question you should be asking however is not which states have which scope of licensure....you should be asking what regions of the country allow optometrists to access medical insurance panels. You can do a search on SDN for that information because I have gone over it COUNTLESS times.
