I was just wondering what does postbacc really mean? Is that when you receive a degree and then go back to school again and take any undergrad courses you want to improve your gpa? Or is like going for your second degree? If one has a low gpa, would it be a good idea to not graduate on time and stay in school for an extra semester or two, and take more courses to improve their gpa?

I think generally post-bac refers to classes taken after receiving an undergraduate degree to qualify for consideration by a graduate institution.

At least that's what it meant for me.

For me a post-bac meant going back and getting a second degree, this time in biology, in hopes of raising my GPA. It worked well and I feel more prepared as a result. I made sure to take electives in the types of courses I thought I'd see in medical school: Histology, Physiology, Anatomy, Microbiology, Biochemistry, Pharmacology.

People can define post-bacc any way they want (as wolferman has), but, schools that say they have a post-bacc program take two approaches. One is for second career students who have not completed their pre-reqs. These are the traditional programs like Bryn Mawr and Columbia. The other is programs that boost up the science gpa of folks who need boosting. These second programs overlap with various graduate programs (e.g. anatomy).
