what is the chance of being admitted to a state undergrad as a non degree seeking student?

I am applying as a non degree seeking student at my state school to take biochem and A&P
Depends on which school, whether you have the prerequisites for the coursework, and possibly whether you pass their lowest bar for SAT/ACT and previously-earned GPA, which strangely can apply even to nontraditional applicants at some places. Why not call the Admissions office and ask?
 
This will vary greatly depending on institution, thus we are going to be of very little help. As Catalystik said, consult the admissions office.
 
contact the school in question, you can't possibly think we would know this given there are 50 states and many have more than one state school??

sorry, not to be mean to you. keep asking questions. just wanted to encourage some critical thinking and problem solving
