i think it depends on the school and how strong your other scores are. for example, if you have 22+ in everything and a 17 in RC, some schools may be lenient on your low RC score (but don't quote me on that)

Some schools have cutoffs for different subsections as well, so you may get 22+ on everything else but if you get a 16 in RC, some schools cut you right off the bat, like indiana. Some just have straight cutoffs across the board and most of those schools have them at 15 or 16.
