Recently looked at some data that is a little relevant to this. UCSD (6.6%), UCSF (5.3%), and UCLA (3.49%) interviewed the greatest percentage of OOS applicants. Similarly, those three schools allocated more interview slots to OOS applicants than the other UC schools, with UCLA having the most; 47% of the interviews were to OOS applicants. For the little it is worth, I applied with similar stats and interviewed at UCLA.
Kind of sucks for Calif residents when their top state schools don't care where you're from, whereas other state med schools do differentiate, forcing Ca residents into primarily out of state high tuition private schools.
