What is "Unopposed primary care" program?

I was researching a program on their website and I noticed that they say they are an "unopposed primary care" program. I know an unopposed family medicine program means there is only one residency program and thats family medicine but what does it mean by unopposed primary care? They have family medicine, pediatrics, and internal medicine residency program so how exactly is this possible?
 
Unopposed usually means that the hospital you will do inpatient at does not have an internal medicine residency. It could be that the internal medicine and family medicine residents do inpatient at different hospitals.

My residency program had 4 sites, 2 of which were "unopposed" as those hospitals had no internal medicine residents despite the fact that the university has an IM program. The IM residents rotated at the major city hospitals - as did 2 of the FM sites.
