What kind of Radiology residencies are people with low step 1 scores matching to?

What I've heard from most people is that for radiology, you can still get into a residency with a low step 1 score.

For example 89% of radiology applicants with step scores 192-210 still matched somewhere. This makes me feel that rads is super uncompetitive despite the high step 1 average of applicants.

Questions:

Is radiology really as uncompetitive as specialties stereotypically though of as uncompetitive like FM/Psych/PM&R?

What kind of residencies are these people who scores 192-210 going to?
 
Rads is competitive (240s) for academic programs. They had a boom back in the day of community programs which are the ones that the lower score people match to. Kinda like how IM has programs that require high step scores, and community programs that take much lower.
