Government health care for the chronically ill, elderly, and disabled, all with sensible spending caps. Completely privatized yet rigidly price-controlled health care for everyone else. Oh, and a team of economists and accountants to make sure it actually works.
 
There are 45 million uninsured in the US so if we were limit the use of that $100,000,000 for them we'd have more than $2 per person! Woot! If one of them needs a lung transplant for $250,000 that leaves $99,750,000 for the other 44,999,999 people.
 
Give it all to churches so they can massive prayer heal all patients (except the non-Christians of course, but who cares?).
 
There are roughly 300,000,000 people in the US. What kind of health care would you provide that could average 33 cents per person per year?

Find and organize one Medicare/medicaid external audit committes per each state. Use their expertise to cut the fraudulant claims, which is estimated to save at least tens of billions each year. Use some of the funds that are recovered to adequately reimburse to the healthcare providers, so that private insurance rates may go down a bit. Also, spend some money on marketing and investing in end of life care like hospices, and ensure that health providers get paid for introducing patients to possibily of death sooner than they usually do now by talking about will, power of attorney and patient directives, DNR etc (since most amount of dollars are spent on last six months of life of an individual).
