Whats considered late for the OAT

Does anyone know when its considered that you are late for taking the OAT? I know the sooner the better of course, but does anyone have any idea when schools would like you to have everything in by so that you have the best chance for acceptance? I have heard before that if everything is in by Dec. 31 its pretty good and anything after that is considered late.. any ideas ?
