What's going on with CMS/Finch?

What's going on at CMS? First they were on probation for some reason and now there's some federal investigation on fraud. 2 of the school's trustee's stepped down amid allegations.... Why were they on probation in the first place? If anyone could shed some light on this, I would greatly appreciate it since I live very close to CMS and almost chose that as my final decision.
