How much does the name and reputation of a postbacc program really matter to admissions committees? Is there any significant disadvantage for someone that, for example, goes to CITY or Hunter vs. Columbia?

For your specific example, I don't think there is any added benefit to the Columbia name. There might even be an opposite effect (mere speculation on my part based on my research).

There are some post baccs, though, that do have quite a good reputation and could make some difference on the margins. It is up to you to figure out which ones do, and which ones don't.
