When do letters of recommendation need to be in?

I was wondering if secondaries are considered complete once letters are in or not. I believe I read somewhere that letters are required after interviews? I wasn't too sure and just wanted to make sure.

I have all of my letters ready, with the exception of one, which is from a DO.

for majority of the schools, LOR much be in with secondaries to be complete. A few schools only require LOR if you are invited to interview.

Why would you wait until after an interview? Most secondaries aren't considered complete if you don't have LOR sent in and you won't receive an ii.
