When do schools finish reviewing all applicants, both early and late?

When do schools finish complete reviews of applicants, including those who submit secondaries close to the deadline? Is it always done before the end of a school's II season?

For example, UVM stops II'ing in Feb. but their secondary deadline is Dec 15th. Lets say someone follows their website and submits this secondary on Dec 10th...will that applicant still be fully reviewed before the last II date? Or will the school likely see their app after all IIs have been finished, hence disregarding the app and assigning an automatic rejection?

Well, all IIs (pretty much by definition) have to be sent before the last interview is conducted.

I think what you're asking is whether or not you'll be given reasonable consideration (relative to others who applied earlier and have the same GPA/MCAT) if you are one of the last to apply. And the answer to that is that it completely depends.

On the bright side, they give a deadline for a reason. In my opinion, it would be dishonest/unethical for an admissions committee to not give a warning/email to those that have submitted the primary but not the secondary if all IIs have been given out but the secondary deadline has not yet been reached. But that's just me. For example, if UVM finishes sending out IIs by Dec. 10th, it should have the reasonable courtesy to send all applicants that have received the secondary but not submitted it an email to warn them not to submit it.
 
i think it would depend on the applicants that year. not sure if any II are saved for people who submit an applicant at the deadline. but you must be a rock star applicant to get a II if you waited until the deadline. medal of honor or noble prize recipient type rock star since I can't imagine there are many interview slots remaining at that point. its rolling admission, so while you stand a chance before the deadline your odds decreasing dramatically
 
sadly i am not a rock star applicant, but knew enough that I submited my applications between mid july to mid august with the majority completed by july 30th
