When do schools read letters of recommendation?

Sorry for my ignorance, but when do schools read your letters of recommendation? Is it before they send secondaries (for schools that screen)? Is it after secondaries and before interview invites? Is it dependent on the school? Thanks!

It is school dependent. The majority have it as part of the secondary application review
