when is it acceptable to email program coordinators to improve app

I was waitlisted from my state school with a 3.6+oGPA, upward trend of 3.9 in the last two years. DAT is in the sig.

I don't want to come off as rude or neurotic by emailing the coordinator right away. Should I email him/her nonetheless?
 
well no one really gives up their in-state seat. It's like a polite way of rejection lol. Also I don't really intend on going oos.
