When is the earliest I should submit my primary application for 2017?

It does not get transmitted to schools until near the end of June. If you submit any time in the first few days that it is open, you should be processed and ready for transmission on the first possible day.

NYU, Columbia, JHU, Harvard, UCLA, Stanford, Yale

This needs work. People with 80+ LizzyM and pubs/strong ECs regularly get in to only a couple from among 2-3x that many top schools attempted. Don't let bad luck make you a re-applicant. And if you are not an 80+ LizzyM with stellar ECs, it really needs work.

Thanks for your advice! If my app doesn't get transmitted to schools until near end of June, should I still be okay if I submit mid-June or is that pushing it? I want to make sure that I get every possible chance.

And I definitely see your concern with my school list! I'm actually a dual citizen who prefers to stay in Canada, so I'm only applying to my favourite schools in the States (aka anything I'd give up Canada for). If it matters, my LizzyM is 80+ and I think my ECs are strong. If I was a native US citizen who was only applying to US schools, there's no way in hell that this list would be appropriate - you're completely right. I hope that's fair enough!

Mid June would be fine, you'd still be transmitted extremely early and if you've pre-written your secondaries you will still be able to get into the first batch of applications reviewed for interview invitations at most schools. Is there something that is going to make it tough to submit in early June vs mid June?

What makes those particular schools so attractive? Like why NYU and Columbia but no Cornell? If numbers are a strong suit for you then I'd consider also applying to Penn, U Chicago, Northwestern, WashU, and Vanderbilt. They are all top schools that love high numbers and all of them offer sizable recruitment scholarship packages every year.
