When is the last date in which I can submit an additional LOR?

This will be program specific. It also depends on what the point of the letter is. If the point is to try to get an interview, then you'd want the letter in by the time interview decisions have been made, which for most programs is likely early to mid Nov. If the point is to add further support to your application for programs to which you have already been invited for an interview, then the answer is before your interview. If the point is to try to strengthen your application after interviewing to try to improve your ranking, the answer is end Jan to early Feb.
